Project B.L.I.S.S. stands for Building Links Impact Self-Sufficiency. Community Action Partnership of Riverside County (CAP Riverside) and the Riverside County Board of Supervisors have adopted "BLISS COUNTY", the Vision of Riverside County without poverty. Project B.L.I.S.S. is the program that implements this Vision.
Through a shared vision, an army of volunteers will end poverty by offering their time, commitment and resources to families in need of support.
Project B.L.I.S.S. assists families in moving out of poverty by using the framework of the Circle. A Circle is a supportive, intentional, befriending relationship made up of one family Circle Leader who is living in poverty and three to five Circle Allies. A Circle meets to assist the Circle Leader and family to achieve prosperity.
